People's Self-Help Housing (PSSH) has proposed a new 36-unit single-family residential subdivision at a 4.6-acre property located at 296 Apple Avenue in the City of Greenfield. The proposed project includes a Vesting Tentative Map and Planned Development to subdivide the property and construct 36 detached single-family residences and a 37th lot for an 11,279-square foot detention basin.
The proposed project includes new public rights-of way to serve the residential development, and 3rd Street and Apple Avenue would be widened and improved with curb, gutter and sidewalk and parkways.
It is intended that the lots would be purchased by Low (<80%) and very low-income households (<50%) who are approved for USDA 502 mortgages that would fund the lot purchase and the construction of the homes. The homes will be constructed via the Mutual Self-Help Method. PSHH has assisted families to build over 1,200 homes in San Luis Obispo, Santa Barbara and Ventura counties and is currently assisting 7 families to build their homes on Mustang Court in King City.
The City of Greenfield has released a Draft Mitigated Negative Declaration (MND) for the environmental review of the project under the California Environmental Quality Act (CEQA). The Draft MND has been released for public and agency staff review and comment. The comment period closes at 4:30 pm on Friday, March 10, 2023. The City has scheduled a public hearing before the Planning Commission on Tuesday, March 7, 2022 at 6:00 pm, for consideration of a recommendation on the project and Draft MND. The City has scheduled a subsequent public hearing before the City Council on March 28, 2023 at 6:00 pm, for action on the MND and the project planning entitlements.
