
City Manager
Roger WongMISSION STATEMENTThe mission of the City Manager's Department is to provide the management systems, oversight and support necessary to ensure the ongoing efficiency and effectiveness of all City operations.
ADMINISTRATION
The City Manager is appointed by the City Council and is the Chief Administrative Officer of the City. The City Manager coordinates the implementation of the City Council policy decisions and the initiation of all departments and providing guidance in the implementation of the mandates of the City Council
The City Manager also represents the City with outside governmental agencies, presents an annual budget to the City Council, coordinates a variety of public information resources for both internal and public distribution. The City Manager is also the appointed City Treasurer, Redevelopment Agency Executive Director, and Personnel Officer. In addition, the City Manager is responsible for the long-range planning for the organizations and the development of recommendations to the City Council on a variety of public policy issues.

City Attorney
John BakkerJohn Bakker's practice focuses on public law. He has experience with the full range of public law issues. His areas of special expertise include government finance (Propositions 13, 62, and 218), Political Reform Act compliance (lobbying, conflicts, campaign finance), elections (initiative and referendum), the Cortese-Knox-Hertzberg Local Government Reorganization Act (annexations, incorporations, and reorganizations), and telecommunications, energy and public utilities. Since joining the firm in January of 2001, he has provided advice on these and other public-law issues to a number of the firm's municipal clients. He has also advised private clients on the procedures for incorporating new cities. Recently, John represented clients in opposing power-plant projects at the California Energy Commission. He also advises the firm's special district clients. John is a member of the firm's public law practice group and the telecommunications practice group. He is an active participant in the Attorneys' Committee in the California Association of Sanitation Agencies. John currently serves as assistant city attorney for Milpitas and assistant city attorney for Union City. He is also counsel to the Union City Planning Commission.

City Engineer

The City Engineer performs complex and analytical work in providing office and engineering support and field engineering support for environmental, water, sewer, street, and other City projects and programs ensuring technical competence and compliance with all codes and criteria.
